4 Arrested in Cosmetic Surgery Scheme That Left Patients Botched
Four people have been arrested in a cosmetic surgery scheme that left victims with “various complications” in Port St. Lucie, Florida. Police said the investigation began in May 2022 with a criminal complaint filed by the Department of Health on Cosmetica Plastic Surgery and Anti-Aging, along with several of the company’s employees.
The complaint alleged 51-year-old Adley DaSiva, was conducting cosmetic surgical procedures as a physician assistant without a licensed surgeon from the US present. His wife, 41-year-old Kiomy Quintiana, holds no medical license in the US and allegedly performed some procedures like Botox injections and treated some surgical complications from botched cosmetic surgeries.
A surgical technician, Dianne Linda Millan, 52, and anesthetist, Fermal Lee Simpson, 74, are accused of participating in the botched surgeries knowing there was no licensed surgeon present.
Police found four separate victims who received cosmetic procedures at Cosmetica Plastic Surgery and Anti-Aging and experienced complications. Some of the surgeries conducted include liposuction 360, Brazilian butt lifts with fat transfer, tummy tucks, and breast augmentations.
The complications included necrotic skin that spread from the surgical sights.
These procedures cost anywhere from $6,800 to $22,900.
Investigators revealed the DaSilva, Quintiana, Millan, Simpson, and a fifth member of the staff were either employed or associated with Cosmetica and engaged in at least two prior offenses that had the same or similar intents, results, accomplices, victims, methods of commission, or were interrelated and not isolated incidents.
Millan and Simpson were arrested on June 13 on outstanding warrants for one count of RICO – Conduct of, or Participation in, Enterprise Through a Pattern of Racketeering Activity. Quintiana was arrested on an outstanding warrant for one count of RICO – Conduct of or Participation in Enterprise Through a Pattern of Racketeering Activity, one count of Grand Theft Pursuant to a Scheme to Defraud, one count of Organized Fraud, and three counts of Practice of Medicine without a License.
DaSilva was arrested on June 14 on his outstanding warrant for one count of RICO – Conduct of or Participation in Enterprise Through a Pattern of Racketeering Activity, four counts of Aggravated Battery – Great Harm, one count of Grand Theft Pursuant to a Scheme to Defraud, one count of Organized Fraud, and four counts of Practice of Medicine without a License.
The fifth member of the surgical group remains at large.
Cosmetica Plastic Surgery shut down in 2023.
